Downtown Purcellville is a good place for PokeStops. There is a 4 block circuit where you can hit 13 PokeStops. Also i have seen quite a few Bulbasaurs and Nidorans. If you have a group of friends with Modules, you can have three pokestops active with modules running on all three. This has been done and the Pokemon keep showing up.
